This is something I have been working on for the last several years. To answer the latter question, eventually I would like this to be the Fleet Specialist. You may decide that your Lead Mechanic or Fleet Manager pulls this data.
I have been working inside Fleetvision to build out all of the data and then point our fuel system to FV and then making sure our mechanics are being accurate with time, cost and keeping tread depths in the system so that our reports are accurate.
Unfortunately, most likely, your numbers will be skewed unless you have a starting point that you start from (i.e. new fiscal year or brand new bus purchase date)
